Abstract (deu)
Die folgende Diplomarbeit ist eine Abfassung über europäische Entwicklungspolitik in Afrika.
Bevor die Themen Entwicklungspolitik, Europäische Union, österreichische und deutsche Entwicklungspolitik und Entwicklungspolitik in Äthiopien genauer behandelt werden, werden im ersten Kapitel des theoretischen Teils relevante Begrifflichkeiten wie Entwicklung, Entwicklungsländer, Entwicklungshilfe, -politik und -zusammenarbeit oder AKP – Staaten, geklärt. Der kurze Überblick über die Entwicklung der Union soll einen Einblick in die Einbindung des Bereiches Entwicklungspolitik in die europäischen Tätigkeitsfelder erklären. Es wird anschließend die gesamte Entwicklungspolitik der Gemeinschaft, die rechtlichen Grundlagen, die Akteure, die Instrumente und die entwicklungspolitische Finanzierung beschrieben. Das dritte Kapitel des theoretischen Teils handelt von der historischen und politischen Entwicklung von Afrika, wobei besonderes Augenmerk auf Äthiopien liegt.
Im empirischen Teil wird die Entwicklungspolitik speziell in Afrika analysiert und auf das Fallbeispiel Äthiopien eingegangen. Außerdem werden die entwicklungspolitischen Programme von Österreich und Deutschland aufgezeigt, wobei auch hier der Fokus auf dem Fallbeispiel Äthiopien liegt.
Mit dieser Diplomarbeit soll einerseits der derzeitige Stand der europäischen Entwicklungspolitik dargestellt werden und andererseits aufgezeigt werden, dass eine koordinierte Entwicklungspolitik der europäischen Staaten von Vorteil wäre.

This diploma thesis deals with the European development policy in African countries.
Prior to discuss the issues of development polify, the European Union, Austrian and German development policy in Ethiopia, terms and definitions such as development, developing countries, development aid, policy and cooperation as well as AKP – countries will be clarified in the first chapter of the theoretical part.
A short overview of the development of the Union will give an insight to the evolution of the development policy within the policy area of the European Union. Subsequently, the common development policy of the European Union, the legal fundamentals, the actors, the instruments and the funding of European development policy will be be described. The last chapter of the theoretical part will depict the historic and politicial evolution of African countries with special attention to the evolution of Ethiopia.
The empirical part deals with the development policy of the European Union, Austria and Germany especially in Africa and in more detail the development policy of these regions in Ethiopia. First of all, there will be a focus on the European, Austrian and German development policy in Africa and moreover there will be a case study concerncing Ethiopia.
On the one hand, this diploma thesis will demonstrate the current situation of the European development policy, on the other hand it should be clarified that a coordinated development policy of the European countries can be beneficial.
