In dieser Diplomarbeit geht es zum einen um den ÖGB und seine Rolle als demokratische Kraft innerhalb der Republik Österreich und zum anderen um den Stellenwert von Demokratie im ÖGB. Als Methode wurde die kritische Aufarbeitung der vorhandenen Literatur gewaehlt. Hinsichtlich seiner Rolle als demokratische Kraft, wird sein historischer Anteil an der Entwicklung der 2. Republik dargestellt, aber auch der Kampf der Gewerkschaften für das allgemeine Wahlrecht und ihr Widerstand gegen den Faschismus im Ständestaat und im Nationalsozialismus. Aufgrund ihrer antifaschistischen Ausrichtung verpflichten sich Gewerkschaften auch zu einem Mindestmaß an innerorganisatorischer Demokratie. Effizienz und Zentralisierung sind die wichtigen Begriffe, die mit Demokratie in Verbindung gebracht werden. Auch der Begriff Bildung, für Demokratie unerlässlich, wird zentral behandelt. Im Laufe der Arbeit wird auch die Organisation und ihre Struktur skizziert. Besonderes Augenmerk wurde auf die Reformen gelegt, die der ÖGB in den letzten Jahren durchgeführt hat, welche auf deren Nutzen für einen offeneren, demokratischeren ÖGB überprüft wurden. Am Ende der Arbeit soll es aber vor allem darum gehen, eine persönliche Zukunftsvision einer demokratischeren, gewerkschaftlichen Organisation zu zeichnen.

This diploma thesis is on the one hand concerned with the Confederation of Austrian Trade Unions and its role as a democratic power within the Austrian Republic and on the other hand with the significance of democracy in the Confederation of Austrian Trade Unions. As a method I chose a critical approach to the existing literature. Regarding to its role as a democratic power, its historic participation on the development of the second republic will be illustrated, but I will also take a look at the fight of the trade-unions for the general voting right and its resistance against Fascism in the corporate state and during National Socialism. Due to its anti-Fascist orientation the trade unions pledge itself to a minimum of internal organizational democracy. Efficiency and centralization are the important terms that are linked with democracy. Even the term education, which is essential for democracy, is centrally dealt with. In the course of the paper the organization and its structure is also outlined. Particular attention is paid to the reforms, which the Confederation of Austrian Trade Unions has executed in recent years. These reforms were checked due to its value for a more opened and a more democratic Confederation of Trade Unions. At the end of the paper a personal vision of the future of a more democratic unionized organization will be created.
