The excel file contains the nomenclature and coding IDs used across the Legal Statistical Database and helps the conversion of data between the different administrative regional levels in Cisleithania.

Conversion:
The “CODE file_ALL regional units 961.xlsx” file contains the necessary data to convert data between different administrative levels.
- District court data into political districts: As Political Districts are always composed of a given set of District Courts, District Court data can be converted into Political District data by using the Aggregate function and choosing IDPoldistrict as the Break Variable.
- District court data into regional courts: As Regional Courts are always composed of a given set of District Courts, District Court data can be converted into Regional Court data by using the Aggregate function and choosing IDGerichtshof as the Break Variable.
- Political districts into regional courts: Data on political districts can be converted into regional court level data by using the “RATIO” variable in the “CODE file_ALL regional units 961.xlsx”. This conversion can be made in two steps.
First, data on political districts need to be “distributed” among the district courts that compose each political district using the “RATIO” variable. The “RATIO” variable describes the proportion (in terms of population) of district courts in the corresponding political district. For example, the political district Baden is composed of the district court Baden (RATIO = 0.6645) and Pottenstein (RATIO = 0.3355).
Second, the district court level data that resulted from this calculation need to be converted into regional court level data by using the Aggregate function and choosing IDGerichtshof as the Break Variable.
Note that this method distorts the data to a limited extent, as the conversion hypothetically assumes that the socio-economic structure of political districts is entirely homogenous, and all characteristics of the population are equally distributed amongst the district courts that compose each political district. This collateral loss in data accuracy is compensated by the fact that census data can be used to analyze legal statistical data on the level of regional courts only in this way.
- Stadt-Landbezirk merging: Legal statistical data on the level of district courts was published in a different regional subdivision compared with the division of district courts and political districts as used in the publication of in census data. In legal statistical publications, the data on statutory cities and the surrounding rural districts are published together (for example, data on Innsbruck Stadt and Innsbruck Land are published together as of Innsbruck in the legal statistical publications). For this reason, the political districts of statutory cities need to be merged with the corresponding “Landbezirk” political districts, if legal statistical data on the district court level is to be analyzed together with census and demographic data. The worksheet “Stadt-Land merging” variable contains the necessary ID codes to make this conversion, in which the “IDPoldistrict” contains the original ID codes of political districts and the “Poltransformed” variables contains the modified codes (data is to be aggregated based on “Poltransformed”).
