Abstract (eng)
The central topic of this thesis is the aspects of the financing of non-profit housing associations in Austria, where a special focus is placed on the role of the home construction banks.
To begin with, in the first part the history of non-profit housing in Austria is summarized, starting with the beginnings in the 19th Century. This is followed by an overview of the basic principles of non-profit housing and the legally defined features of housing associations. Thereby, all legal forms (public limited company, private limited company and cooperatives) are described, with the emphasis put on cooperatives, as they have played the most important role in housing finance over a long period of time. The introductory section is concluded with a description of the current situation of non-profit housing associations.
The next chapter discusses in detail the forms of housing finance. On the one hand, the system of housing subsidies in its historical development is characterized. On the other hand, the remaining forms of equity and debt financing of housing associations are described.
The main section of the thesis covers the system of home construction banks. A brief history of origins is followed by a detailed outline of the legal foundations. In addition, all major aspects of refinancing and financing are described and supplemented with practical current figures. A separate chapter is also devoted to the regulatory requirements (especially Basel II).
The thesis concludes with a discussion of current issues in the financing of non-profit housing associations.
