Das Ziel dieser Arbeit ist, das organisationsdiagnostische Verfahren „Aktivierende Stadtdiagnose“ theoretisch und empirisch zu belegen. Das Verfahren wurde von der Autorin während des letzten Jahrzehnts praktisch angewendet, theoretisch fundiert und kontinuierlich weiterentwickelt. Im theoretischen Teil werden jene Theorien, Konzepte und Methoden beschrieben, die der “Aktivierenden Stadtdiagnose” zugrunde liegen. Besonders wird auf umwelt- und gemeindepsychologische Konzepte und die Methodik qualitativer Sozialforschung eingegangen. Im empirischen Teil wird die „Aktivierende Stadtdiagnose“ vorgestellt und ausführlich beschrieben. Der systematische Ablauf der sieben Arbeitsschritte wird nachvollziehbar dargelegt. Als Besonderheit der qualitativen Vorgehensweise wird das Aktivieren von jenen Bewohnerinnen und Bewohnern genannt, die üblicherweise nicht an Stadtentwicklungsprozessen teilhaben. Als ein zentrales Ergebnis wird das Kommunegramm vorgestellt: Das Kommunegramm zeigt bildhaft das soziale Gefüge einer diagnostizierten kommunalen Einheit. Es stellt die Basis für nachfolgende und dauerhaft nachhaltige Veränderungsprozesse dar. In der Diskussion wird der wissenschaftliche Qualitätsanspruch an qualitative Verfahren erörtert. Darauf Bezug nehmend wird die „Aktivierende Stadtdiagnose“ als ein valides und transparentes Verfahren angesehen. Eine mögliche Anwendung des Verfahrens auf Städte mit über einer Million Einwohnern wird argumentiert. Für weiterführende Forschung wird empfohlen, Erkenntnisse der neueren Netzwerkforschung einzubeziehen.

The aim of this thesis is to demonstrate theoretically and empirically the organizational diagnostic method "Activating City Diagnosis". The method has been continuously used during the last decade. It is theoretically sound and continually improved by the author. The theoretical part describes theories, concepts and methods that represent the background of the "Activating City Diagnosis". Special attention is given to environmental and community psychology concepts and the methodology of qualitative research. The empirical part of the "Activating City Diagnosis" is presented and described in detail. The systematic procedure of the seven methodological steps is comprehensively explained. A special feature of the qualitative approach is the activation of those citizens who are usually not involved in urban development processes. One key result is the "Kommunegramm" (Communegramm). The Communegramm is the pictorially representation of the social fabric of the city or community and the basis for subsequent processes of change. It is discussed that qualitative Diagnostic must meet the quality standards of transparency and validity. Coherently "Activating City Diagnosis" is a valid and transparent method for the diagnosis of cities and towns. Transferring the method on cities with over one million inhabitants is possible. Integrating the latest findings of network-research it is recommended in further research.
