Im Jahr 201o wurde in Österreich der Nationale Aktionsplan für Integration verabschiedet, wodurch alle integrationspolitischen Maßnahmen von Ländern, Gemeinden, Städten, Sozialpartnern und dem Bund gebündelt wurden. Durch den Nationalen Aktionsplan für Integration sollen sorgfältig evaluierte Integrationsmaßnahmen in verbindlichen Auflagen umgesetzt werden, um eine nachhaltige und effiziente Integrationspolitik zu gewährleisten. Die vorliegende Diplomarbeit hatte zum Ziel, das Verständnis von Integration, das dem Nationalen Aktionsplan für Integration zugrunde liegt, zu analysieren. Das Handlungsfeld Sprache und Bildung wurde hierbei besonders berücksichtigt. Hierfür wurde die Geschichte der Integrationspolitik Österreichs diskutiert, die gegenwärtigen Herausforderungen der Integrationspolitik anhand aktueller Daten zur Migration vorgestellt sowie die Ziele als auch die zu ihrer Umsetzung genannten Maßnahmenvorschläge des Nationalen Aktionsplans für Integration herausgearbeitet. Mit dem Konzept der Inklusion/Exklusion sowie dem Integrationsverständnis von Volf und Bauböck (2001), dass Integration als eine gesamtgesellschaftliche Aufgabe begreift, kultureller Diversität positiv gegenübersteht und als Ziel nennt, Einwanderinnen und Einwanderer zu anerkannten Mitgliedern der Gesellschaft werden zu lassen, wurde der Nationale Aktionsplan für Integration analysiert. Die Ergebnisse der Analyse zeigen, dass dem Nationalen Aktionsplan für Integration ein antiquiertes Integrationsverständnis zugrunde liegt, dass Integration als eine Bringschuld seitens der Migrantinnen und Migranten begriffen, der volkswirtschaftlichen Nutzen der Integration in den Vordergrund gestellt und Migrantinnen und Migranten mit einer defizitorientierten Sichtweise begegnet wird. Der Fokus der Integrationsbemühungen liegt einseitig im Bereich der Sprachförderung und der Beschäftigungssicherung, wodurch andere, für eine weitreichende Integration wesentliche Inklusionsebenen weniger Beachtung finden oder ganz außer Acht gelassen werden. Hierdurch wird das Potenzial von Integrationspolitik nicht ausgeschöpft.

In 2010 Austria adopted the Nationaler Aktionsplan für Integration, a national plan of action for integration to bundle all measures regarding integration politics of federal states, communities, cities, social partners and unions. With the aid of this plan, elaborate evaluated integration-measures ought to be implemented in mandatory terms and conditions to ensure efficient and poignant integration politics. The aim of the present thesis is to deconstruct the understanding of integration, which acts as the foundation of the Nationaler Aktionsplan für Integration. The area of language and education were especially taken into account. To this end the background of integration politics in Austria is discussed, existent challenges of integration politics are presented on the basis of current data on migration as well as the goals of the Nationaler Aktionsplan für Integration and its proposed measures to achieve them. The Nationaler Aktionsplan für Integration was analysed on the basis of the concept of inclusion/exclusion and the comprehension of integration of Volf and Bauböck (2001) which understands integration as a common social task, is favourable to cultural diversity and sets is goal on the acknowledgement of immigrants as full members of society. The results of the analysis indicate an outdated understanding of integration underlying the Nationaler Aktionsplan für Integration, in which immigrants have to bring a certain amount of self-dedication to the country they move in. Furthermore the Nationaler Aktionsplan für Integration prioritises economic benefits of integration and confronts immigrants with a deficit-orientated attitude. The efforts of integration are focused one-sided in the area of promoting language skills and employment safety whereby other essential aspects for an extensive success of integration are less regarded or rather discarded completely. Thus the full potential of integration politics in Austria is not achieved.
