Earth and it ́s population are constantly threatened by disasters of all kinds. To be well pre- pared, it is from utmost importance to work continuously on strategies to guarantee the well being of the population. Decision makers need substantial knowledge of relations and stake- holders to take efficient measures. For this reason, this master thesis addresses the stakehold- ers involved in the emergency management process by focusing on the national level of the two countries Germany and Switzerland. The underlying and in this thesis slightly revised categorisation of core responders, Non-Core responders, and Co-Operating bodies is based on the Securing Health.Emergency.Learning.Planning (S-HELP) European fp7-Project at the University of Vienna under the supervision of ao. Univ.-Prof. Dr. Marion Rauner. The analy- sis showed, that Germany and Switzerland both have distinctive disaster management struc- tures. Not only due to the size difference, management processes and stakeholders are slightly more complex in Germany than in Switzerland. In both countries, the field of cyber security is still under development.
