Abstract (eng)
The present thesis deals with instruments of the outcome-oriented controlling and management of the public administration. To be more precise, the instruments performance measurement and e-government are being investigated. Therefore, the thesis includes a comparison of the countries Austria and Germany regarding the use, the measurement and the outcome of performance measurement and e-government. Consequently, and with regard to a more efficient and outcome-oriented management of the public administration, the combination of both instruments is being analyzed.
Thus, the thesis employs a literature review in order to determine predominant publications from the fields of controlling, performance measurement, e- government as well as public administration.
The results of the thesis indicate a better e-government performance in Austria than in Germany, especially with regard to user satisfaction as indicator of outcome and impact of e-government. Additionally, the user-centered point of view seems to be efficient and helpful when it comes to measuring the performance of e-government and the public administration in general, because this is where the impact of public administration activities finally unfolds. Furthermore, there seem to be no standardized frameworks for measuring e- government performance, which reveals potential future research directions.
