Ziel dieser Masterarbeit ist eine kritische Beurteilung der Ziele für nachhaltige Entwicklung aus entwicklungstheoretischer Perspektive. Diese siebzehn Ziele und die damit verbundenen Unterziele werden aus der Sicht von Modernisierungs-, Dependenz- und Post-Development-Theorie in Bezug auf ihre Relevanz, Erreichbarkeit und dazugehörigen Indikatoren analy-siert. Das Analyseergebnis veranschaulicht eine grundlegend verschiedene Beurteilung der Agenda aus Sicht dieser drei Entwicklungstheorien: Während die Modernisierungstheorie ihr gegenüber äußerst positiv eingestellt ist, haben die anderen beiden Theorien starke Vor-behalte. Die Dependenztheorie stellt die Erreichbarkeit der Agenda infrage, da sich diese nicht mit internationalen Abhängigkeiten als eigentlichem Grund von Unterentwicklung auseinandersetzt. Die Post-Development-Theorie stellt nicht nur den Zweck einer internati-onalen Strategie für Entwicklung infrage, sondern kritisiert auch die ideologischen Implika-tionen der Ziele für nachhaltige Entwicklung. Indem die Agenda die Grundannahmen der Modernisierungstheorie widerspiegelt, hat sie nicht das Potenzial, ihre eigene Vision von „17 Zielen für die Transformation unserer Welt“ zu erfüllen.

The objective of this master’s thesis is to critically assess the Sustainable Development Goals from a development research perspective. These seventeen goals and their associated targets are analysed from the perspective of modernization, dependency and postdevelop-ment theories regarding their relevance, attainability and associated indicators. The analyti-cal result illustrates an entirely different assessment of the agenda by these three develop-ment theories. Whereas modernization theory is very affirmative of it, the other two theo-ries have major reservations. Dependency theory questions the agenda’s attainability be-cause the agenda does not address international dependencies as the actual root cause of underdevelopment. Postdevelopment theory not only questions the purpose of an interna-tional development agenda altogether, but also criticizes ideological implications of the Sus-tainable Development Goals. As the agenda reflects the fundamental features of moderniza-tion theory as a long-established development paradigm, it does not have the potential to fulfil its own vision of “17 Goals Transform Our World”.
