Das Zeitalter der Digitalisierung ist spätestens seit der vermehrten Verbreitung des Internets und der erhöhten Nutzung von Informations- und Kommunikationstechnologien angebrochen. Alle Lebensbereiche werden von diesen Veränderungen beeinflusst und entwickeln sich stetig weiter. Die Politik und ihre Regierungen, sowie Institutionen, gehören ebenfalls dazu. In dieser Arbeit wird der Fokus auf die luxemburgische Politik gelegt. Im Jahr 2018 wurde der Grundstein für das Ministerium für Digitalisierung in Luxemburg gelegt und dieses bestimmt seitdem die Richtung für digitale Veränderungen in verschiedenen Bereichen. Die vorliegende Masterarbeit untersucht einen dieser Bereiche, das E-Government. Diese noch junge Entwicklung des modernen Regierens wird dabei mithilfe einer empirischen Studie in Luxemburg untersucht. Unter Einbezug der bestehenden wissenschaftlichen Literatur wird das E-Government definiert und anhand aktueller Studien werden die Veränderungen, nicht nur in Luxemburg, sondern auch in anderen Ländern, dargestellt. Anhand eines Online-Fragebogens wurde die Meinung der luxemburgischen Bevölkerung erhoben, mit dem Ziel, den Wert und Nutzen von E-Government-Angeboten in Luxemburg zu untersuchen. Die Ergebnisse zeigen, dass die Bevölkerung Interesse an E-Government hat und Akzeptanz für die digitalen Verwaltungsvorgänge zeigt. Jedoch zeigt sich auch, dass die Angebote zwar genutzt werden, sie jedoch auch noch erweitert und verbessert werden sollten, um eine höhere Anzahl an Nutzer*innen zu gewinnen und deren Vertrauen zu erlangen. Durch die stetige Modernisierung des Staates und dessen Institutionen wird es in Zukunft möglich sein, weitere politische Handlungen über digitale Dienste abzurufen. Die Mehrheit der Befragten sehen die Möglichkeit in Zukunft online zu wählen als eine dieser an.

The age of digitisation has started at least since the diffusion of the Internet and the increased use of information and communication technologies. All areas of life are influenced by these changes and are constantly developing. Politicians, and their governments and institutions, are also part of this evolution. In this paper the focus lies on politics in Luxembourg. In 2018 the fundaments of the Ministry of Digitisation were laid in Luxembourg and since then it led the way for digital changes in various areas. This master’s thesis examines one of these areas, the domain of e-government. This still young field of modern governance is examined in an empirical study, taking place in Luxembourg. By means of the existing literature, e-government is defined and the changes, not only in Luxembourg but also in other countries, are presented based on current studies. An online survey was used to capture the opinion of the population of Luxembourg, with the objective of analysing the value and benefits of E-government services in Luxembourg. The results show that the population is interested in E-Government and accepts the digital administrative processes. However, it also shows that, although the services are being used, they should also be expanded and improved in order to gain a higher number of users* and increase their trust. In the future, the constant modernisation of the state and its institutions will make it possible to call up further political actions via digital services. Most participants in the survey see the possibility of voting online as one of these operations in the future.
