Die vorliegende Masterarbeit untersucht die Implementierung von Universal Health Coverage (UHC) in von Österreich öffentlich geförderten Entwicklungszusammenarbeits-Projekten zur Aus-, Fort- und Weiterbildung von Gesundheitsfachpersonal. Als Teil der Sustainable Development Goals (SDG3.8) strebt UHC an, dass alle Menschen weltweit ungehindert Zugang zu leistbarer und qualitativ hochwertiger Gesundheitsversorgung haben, wofür auch ausreichend und angemessen ausgebildete Gesundheitsfachkräfte notwendig sind. Ziel dieser Arbeit ist es daher zu untersuchen, ob bzw. inwiefern UHC in von der Austrian Development Agency geförderten Projekten, die Maßnahmen zur Aus-, Fort- oder Weiterbildung von Gesundheitsfachpersonal beinhalten, implementiert wird. Damit zusammenhängend wird auch erörtert, welche Faktoren den Implementierungsprozess beeinflussen und welchen Beitrag die Projekte letztendlich zum Erreichen von UHC leisten können. Als theoretischer Anknüpfungspunkt der Forschung dienen dabei ausgewählte Policy-Implementierungstheorien. Die Datenerhebung erfolgt mittels leitfadengestützten Expert*inneninterviews, in denen Projektverantwortliche von acht in Frage kommenden Projekten befragt werden. Die Auswertung der Daten erfolgt in Form einer qualitativen Inhaltsanalyse auf Basis eines eigens erarbeiteten Kategoriensystems. Zentrale Erkenntnis der Forschung ist, dass die Projekte zwar zum Erreichen von UHC beitragen, die Implementierung von SDG3.8 aufgrund von Informations- und Ressourcenmangel aber vorrangig unbewusst geschieht, wodurch Potentiale teilweise ungenutzt bleiben.

This Master's thesis examines the implementation of Universal Health Coverage (UHC) in development cooperation projects publicly funded by the Austrian state that take measures on the education and training of health professionals. As part of the Sustainable Development Goals (SDG3.8), UHC aims to ensure that all people worldwide have unrestricted access to affordable and high-quality health care, which also requires a sufficient and appropriately trained health workforce. Therefore, the aim of this study is to examine whether and how UHC is implemented in projects funded by the Austrian Development Agency that include measures for the education or training of health professionals. In addition, factors influencing the implementation process as well as the examined projects’ ability to contribute to achieving UHC are analysed. Selected policy implementation theories serve as a theoretical starting point for the research. Guideline-based expert interviews with project leaders of eight projects in question are used for the data collection. The data analysis is carried out using a qualitative content analysis based on a specially developed system of categories. The research’s central finding is that while the projects contribute to UHC, the implementation of SDG3.8 happens primarily unconsciously due to a lack of information and resources, causing that some potential remain unused.
