Die vorliegende Forschungsarbeit analysiert die Umsetzung von Wahlversprechen in Koalitionsregierungen. Der Fokus der Arbeit liegt hierbei auf dem Erarbeiten von Faktoren, welche die Erfüllung von Wahlversprechen erklären. Die Datengrundlage bilden die Wahlprogramme der CDU/CSU und der SPD, welche im Kontext der deutschen Bundestagswahl 2017 veröffentlicht wurden. 365 Wahlversprechen dieser Parteien werden auf ihren Erfüllungszustand untersucht. Die Hauptergebnisse der multinomialen logistischen Regression zeigen den positiven Einfluss des Koalitionsvertrags und den Besitz des Kanzleramts auf die Wahrscheinlichkeit der Umsetzung von Wahlversprechen auf. Einen Einfluss des Innehabens eines Ressorts auf die Umsetzung eines Wahlversprechens konnte nicht festgestellt werden. Schließlich kann die Forschungsarbeit die Annahmen der Mandatstheorie bestätigen.

This research paper analyses the implementation of election pledges in coalition governments. The focus of the study is to determine factors that explain the fulfilment of election pledges. The data basis is formed by the election programmes of the CDU/CSU and the SPD, which were published for the German federal elections in 2017. 365 election pledges of these parties are examined for their fulfilment status. The main results of the multinomial logistic regression show the positive influence of the coalition agreement and the ownership of the chancellor`s office on the probability of the implementation of election pledges. An effect of holding a ministry on the implementation of an election pledge could not be found. Finally, the research can confirm the assumptions of the mandate theory.
