Innovation is a type of knowledge production that is closely connected to research, development, education, and advisory service. The terms innovation and knowledge transfer became visible in the strategy Europe 2020 as well as in her flagship initiative Innovation Union. They were transfered to the policy Rural Development currently being reformed, which is the second pillar of the Common Agricultural Policy (CAP). There is one specific horizontal priority within the Rural Development 2014-2020 that is dedicated to innovation and knowledge transfer. In this context, the European Innovation Partnerships are of particular importance. The EIP are a new instrument established and financed by the two policies Rural Development and the EU-Framework Programme Horizon 2020.
The CAP is a classical unified policy area. Therefore, important integration theories are being compared with new governance approaches and tested in respect of their value in explaining ongoing policy processes. Two stages of the policy cycle, agenda-setting and policy-formulation, are the basis for the content-related analysis of the terms CAP, Rural Development, innovation, and knowledge transfer. They are also the basis for the analysis of important policy-making processes on the EU- and the national (Austrian) level. Thereby it will be particularly interesting if the two stages of the policy-cycle follow the community method or if there can already be found new methods like the policy coordination within the supranational policy-making.
The approach Multi-Level Governance selected from the integration and governance concepts enables the analysis of actors belonging either to EU, national or sub-national authorities, or belonging to the non-governmental entities. The analysis of actors will show the strong connection between these different levels.
